EU to probe Nokia Navteq purchase
 
The European Commission has opened a formal investigation into Nokia’s $8.1 billion proposed takeover of digital map supplier Navteq. The EU’s initial market investigation has indicated that the proposed merger raises serious doubts with regard to PND competition concerns. The EU has until 8 August 2008 to take a final decision on the proposed transaction, said the Commission in a statement on March 28. This is EU’s second in-depth investigation of this kind, following the investigation into TomTom’s proposed takeover of Tele Atlas, which has been prolonged to May 21. The EU likens the investigation to that being conducted on the proposed acquisition of Tele Atlas by TomTom, which it claims raises a number of similar issues. The investigation will assess whether the acquisition will increase the cost of navigable digital maps for other companies providing navigation services or limit their access to these maps, and as a consequence harm consumers.
