China 3G License Estimated to be Issued in 1 or 2 Years
 
Based on international precedents, it will take about 12 to 24 months from the launch of 3G pre-commercial service to the issuance of 3G license in China, according to Jona, Emerging Telecom Market Managing Partner of Ernst & Young. Jona says this estimation is made from the viewpoint of technology and service. When 3G license will be officially issued depends on the government’s attitude. The launch of TD-SCDMA technology in China is epoch-making. It objectively promotes the technical improvement and upgrade of network equipment manufacturers, fulfills some new functions, and stimulates mobile phone manufacturers to produce phones with better application, lower cost, and lower price, says Jona in the interview.

Comment: China Mobile launched TD socialization service test and 3G number issuance on April 1. Since then, TD-SCDMA, as China’s 3G standard with independent intellectual property rights, has come into commercial test phase under the government’s support. The official issuance of 3G license, however, requires many other conditions, such as the maturity and stability of communication network and terminals, market acceptance and recognition, and 3G service requirements and service supporting ability, etc. The government has the responsibility to make 3G license issuance create economic benefits, but it really needs time.
