On behalf of the Ministry of Science and Technology of China, I would like to express our warm congratulations to the approaching NaviForum Shanghai 2007 which is to be held in Shanghai, November.

For the past years, rapid global development of navigation technologies and industry has been creating tremendous economic and social benefit for human beings. With the joint efforts of all of the organizers, supporters and producers, initiated smoothly in 2004,NaviForum Shanghai has achieved great success for the 2nd year in 2005 and 3rd year in 2006. The forum is now becoming the most influential industrial forum with most distinguished features that focuses on China navigation technological and industrial development, and developing into an important platform for technological and industrial communication of national and international navigation circles. With about 700 guests and a substantial number of domestic and foreign enterprise/institution participants, NaviForum Shanghai 2006, well known as the most important annual event in the industry, attracted navigation players along the whole industry chain, including car manufacturers, navigation hardware/software producers, navigation data providers, telecommunications operators, etc.

NaviForum Shanghai 2007, inheriting the constant principles of the forum, with previous achievements, will make more effective efforts in accelerating navigation technological and industrial development, strengthening communication and cooperation among government offices, research institutions and enterprises, and boosting the internationalization of navigation industry.

We heartfully hope this forum would promote communication and cooperation among the national and international navigation academic and industrial circles, facilitating the development of the navigation industry.

The coming December will witness the great event, NaviForum, for the fourth time. Hereby, I would like to send my hearty congratulations to the forum on behalf of the State Bureau of Surveying & Mapping!

Getting increasingly influential, NaviForum Shanghai has become the key platform to realize direct dialog and communication among the government, research institutes and businesses. The forum this year will go on looking into the difficult and hot problems at present and seeking solutions together with world elites, which is significantly positive to the advancement of Chinese navigation technology and the development of the navigation industry, and encourages innovation of involved businesses and research institutes.

At present, the navigation industry has become a global industry of high and new technology. As the state bureau administering the digital navigation mapping industry, State Bureau of Surveying & Mapping has made a lot of endeavors on digital navigation map market entrance management, technical security processing of surveying and mapping products, map examination, standardization, map market management and service, devoted to resolving the challenges in management and application of surveying and mapping products, as well as ensuring the sustainable development of the navigation industry.

The satellite navigation and positioning industry has gradually become a global high & new tech industry, mean while expanding from the industrial to the consumer market. The successful launch of the fourth experimental satellite of the China Compass (Bei Dou) Navigation System reveals China’s determination and strength to develop an independent satellite navigation system, thus fostering the country’s independent innovation capability. of navigation technologies as well as promoting the industrialization progress. The navigation technologies and its industrialization development is not only just one aspect of the overall technological strength of a country, but also plays an important role in boosting the related equipment manufacturing as wll as modern service industries.

Paying close attention to the R&D of navigation technologies as well as the popularity of navigation applications, Shanghai Municipal CPC Committee and Shanghai Municipal People’s Government support the navigation industry development by including the projects of this sector among the first phase for “Key Scientific and Technological Programs of Shanghai” in accordance with the “Strategy of Developing Shanghai City Through Science and Education”. For a megacity such as Shanghai, the development of the navigation industry can effectively improve the urban traffic condition as well as the technological effectiveness of the urban infrastructure and its management. Especially, with the approaching of 2010 Shanghai World Expo., the demand for the development of the navigation industry is becoming increasingly prominent

NaviForum Shanghai 2007 will provide an important platform of exchange and cooperation for Chinese and international navigation industries. I hope the forum can enhance the mutual understanding between Shanghai and the world. Moreover, I hope, at this forum, people of insight would provide constructive advices, would discuss in depth about challenges and opportunities emerging in the navigation industrial development, and would together promote international cooperation in navigation industrialization and technological development, thus making a joint effort for the development of the navigation industry.
